How do you create bubbles using adobe illustrator or photoshop, like the ones seen in webcomics.

You do it in Illustrator.
First, type up the text you want to use, and make sure to center it. Draw an oval around it using the ellipse tool, and left-click the little black-and-white icon at the bottom of your toolbar. That should give you a nice, black outline and a white center. Your words are there, they're just hiding in the back. Then use the pen tool and make a tail for your balloon. Highlight the ellipse and the tail simultaneously, then combine them via Window>Pathfinder>Unite. It's the first icon to the left on the top row. Then you just go to Object>Arrange and send the balloon back. Your text will be up front now.
You have a word balloon!
------------------
