How do we make Bubbles?

How do you create bubbles using adobe illustrator or photoshop, like the ones seen in webcomics.

You do it in Illustrator.<P>First, type up the text you want to use, and make sure to center it. Draw an oval around it using the ellipse tool, and left-click the little black-and-white icon at the bottom of your toolbar. That should give you a nice, black outline and a white center. Your words are there, they're just hiding in the back. Then use the pen tool and make a tail for your balloon. Highlight the ellipse and the tail simultaneously, then combine them via Window>Pathfinder>Unite. It's the first icon to the left on the top row. Then you just go to Object>Arrange and send the balloon back. Your text will be up front now.<P>You have a word balloon!<P>------------------
