ghosts
An interesting subject in relation to 'Jack".
After a character dies, their 'soul' gets picked up by Jack. We also know, that if they concentrate hard enough they can come in contact with the physical world. Would these 'souls in transit' be concidered ghosts? If so, why are ghosts from the Civil War still on earth? Wouldn't Jack have sent them to judgement?

Maybe it's because they were prior to his time? In our current time relation he has not been dead so long since we see him speaking at a mike quite clearly in the plane crash arc... The civil war happened way before he was even born so maybe it was the previous collector

I believe that places can "conduct" images much as how some metals conduct electricity. The actual souls are not there, but something very emotional happened there, and the area is recreating it as a form of discharging. A cloud builds up its own electricity, until rain causes it to discharge, so the land biulds up its own emotional charge, until a person's own feelings causes it to have a "discharge" of its own.

Remember Hell has a different time to the mortal plane. In the Tet and Trixi arc we see a serial killer who "died years ago" but Jack has only been chasing him for 3 hours Hell timefrom Striker:Making Jack chase them for more than a century? Whew. He's going to be pissed when he finally catches them.
