What's with the new ranking system (Lt. Commander) and how do I get promoted?

Well, the Keenspotter Surpreme tag didn't change either, I've never seen something else on Keenspace (exept the Moderator one).
Maybe it's the same with Lt. Commander?
I think though the post counts aren't important, quality over quantity.

Situation Update, I found out there are other ranks now.
I found out Cadet for a low post count (don't know the border when it becomes more though), then I saw a Leutienant with a two digit number of posts and then a Commander (that one had over thousand posts) and a Rear Admiral with more then 4000 posts.
Maybe there are more, I'll see if I find out.
