First I want to say Shanna's sticking the needle up that FiB trooper's nose looks <i>real</i> painful. Lucky for him he went to dreamland quickly.
Second: The FiB's facility is underwater? How cool. Add "Base in Unexpected Location" to the FiB's "Sinister Organization" credentials.
Third: This may be cleared up later, but I'll talk about it now. Who exactly is Nurse Pamela Holly? Is that "Nursie"'s real name? If so, how did thr "smart gun" identify Shanna as Holly? I'd think it'd read fingerprints or something. Of course, the answer may be more sinister...perhaps the real nurse Holly has been altered to look like Shanna and then brainwashed or something. Or maybe Shanna worked for the FiB at one point under a different name...*mumble mumble conspiracies mutter mutter FiB mumble brainwashing. mutter mutter Campbell.*

Two answers:<P>1) Nursie's ID Badge is still attached to the uniform and that is what the gun is reading. Which means that Shanna can steal an ID badge from a guard and then use all the ammo she wants.<P>2) Nursie's uniform itself has some sort of machine-readable clue, like a trick fiber woven into it (like the plastic strip new dollar bills have--you can see these if you shine light through one). Which means that Shanna has to swipe a guard's uniform before she can postalize the other guards.<P>So forget fingerprints.

I see no ID badge, so that rules out that. The clothing idea sounds like the best bet.<P>Hell, I still can't decide which of those three reasons is the least "fantastical." (for lack of a better word)<P>Maybe the Guns are all AI? Introducing a brand new character to Fans!: "Gunny."
