That is what the children sing at the "reveal" of the card at the end of each segment: "Pythagoria Switch" It's the name of the Japanese children's show these come from.
According to Steven denBeste, it comes out as "ピタゴラスイッチ pitagora sui-chi" (hat-tip to Steven denBeste's terrific

James beat me too it.
A friend of mine collects episodes of teh anime "Bleach" and this was an april fools joke by the fan sub group that releases it.
I have a much better quality AVI of the video that includes one of the "song and dance" pieces from teh kids show that the "bumper" spots are from.

Oh, goodness, those were incredible! I must admit I got tired of hearing the same thing over and over again, but still... it was well worth it.
Makes me want to go build chain reaction thing-a-magigs myself now! (I'm sure the fact that paper-writing is the alternative has nothing to do with that fact. Actually, I'd probably want to, anyway, but the paper-writing alternative probably strengthens the inclination

)
