You can find HMTL tutorials all over the place. Just look it up on google. You can find anything on google.
As to where to put your HTML, what you do is make a copy of the html files in your 'workspace' folder (which is accessed through FTP), save them to disk, open them with internet explorer, and click the 'Edit' button on the big line of buttons that includes back and forward. Notepad's the easiest to use, I think. Then once you've made your changes, go back to your workspace folder and replace the old files with your new edited ones.
You'll need an FTP program. If you don't know what that is, there's lots of help in the Gear: http://gear.keenspace.com.

No. Sorry, I guess I was a bit vague... if you click on the Edit button, or the little aroww next to it actually (sorry about that) it gives you a list of programs to edit the html with. It doesn't actually create a notepad file, it just edits the html using notepad.
I don't know if this works on older versions of IE, though. I'm running IE 6.

Ok, good. Like I said, there are html tutorials all over the place. It's actually pretty easy to learn--most of the tags that you need to make your website look good are the really basic ones like tables. If all else fails, find a website that does what you want, check out its source code (View-->Source in the menu bar) and check out how they coded it. Html is the same for everyone, so what works for them will work for you.
