I get the impression you're trying to go from a very basic template and next to no html knowledge to the website of your dreams. This is just not going to happen, I'm sorry to say.
Tackle your problems one at a time. Even experienced coders
can't go from 0 to the exact thing they want in the blink of an eye.
clean up the main page
There is the basic code for both "default" templates somewhere in the threads pinned at the top of this forum. Alternatively, use one of the modified templates Phalanx has created.
make it so the comic strip scheduled for up to todays date shows up.
create a storyline dropdown
add a cast, about me, Links, and Q&A page
add a banner and a PG-13 content button

Tackle your problems one at a time. Trying to fix everything all at once will only make you frustrated and all your efforts will be worth nothing since you'll abandon.
Personnal story: I'm in the same situation as you. I have a good idea of what I want for a website but I know jack about coding. So I started easy: I changed the background color and added navigation button and a title image. I downloaded a html editor (1stPage from EvrSoft) to help me with basic things. Stuff I can't do using the intuitive interface, I research on a case-by-case basic. Going one step at a time, I added a "news" section that I can edit separately from my html pages. I added an e-mail link and a dropdown. I'm still familiarizing myself with a new html gimmick I learned just a few days ago. I also created avatars for various forums I use. Next steps: banners, newshack and a cast page. I'm still a long way away from the "final look" I hope to reach, but I'm progressing.
Take a deep breath, identify your targets and take them down one at a time. Trying to build an ideal website quickly is like hoping dynamiting a block of granit will yield a copy of the David statue. It's just not going to happen. But if you chisel it one chip at a time, you just might succeed.
