If you go to my webcomic, http://arcadia.comicgenesis.com, right now, you'll notice that the rants and stuff column is particularly low on the page. I don't understand why it does that, either. When I'm editing, it's right under the blue bar, and when I upload it, it's in the middle of the page.
Someone explain to me how I can fix that.

What kind of html editor are you using? Is it one that has a "view in browser" option (i.e. cute html)? Or is it a visual type editor?
Just a guess, but maybe it has something to do with the fact that you have a table up top with your menu bar? Tables can be really tricky that way... There's probably one little element in there somewhere that's throwing it off...

Tables do have a nasty little tendency of doing that. I'm not all too sure if this will help, but right before the rants section in your html coding you have a "td" tag along with the width and align attributes. Try adding the valign="top" attribute and see if it fixes the problem. I do hope that it works.
