Another point to bear in mind is that "Lawful" doesn't necessarily imply strict adherence to the laws of whatever country you happen to be in at the moment. Most Druids are true neutral, as are lizardfolk. I've never seen someone powergame by using both holy and unholwy or lawful and chaotic weapons. We don't know he is a gang member, he could easily be some dumb kid who wore the wrong color (sorta like how quenty got his sword stolen in the first place, the wrong color drawing unwanted attention.)
