I'm fairly certain that one or two of those songs were written after Scruffy Jones's time. So he wouldn't have been able to record that unless he had a magical time-traveling radio.

On RPGamers.net they have all sorts of soundtracks from a lot of games. The coolest thing they have, though, is a bunch of official* Capcom remixes of Megaman tunes.
