Granted, this is the classic sniper problem- most really long-range weapons take a while to be ready for a second shot.
So she will likely want a secondary weapon in case she misses and/or an enemy gets too close to snipe.

Wait a sec, did I miss something? what happened on the rooftop?
What happened to Rip's much vaunted shots and why would Seras switch to another, essentially identical weapon?
Will this be explained in flashback or is something wrong (with my computer/the website)?

Read the weapon info- Seras is holding a rail gun. The actual projectile is small, the white cone you see is the sonic boom. Hold on, pulling the fire alarm wouldn't activate the sprinklers. It would just activate the alarm and auto-summon the fire department; sprinklers only activate when heat (from a fire below them) makes a little glass rod expand and break, opening the valve.
