haven't had to make a crowd so far, but what I'd probably do is somewhat similar to what some movies do. I'd draw a cluster of complete people then paste the cluster over and over. you can flip some of the clusters to make them seem more random. maybe do some other tweaking to make it all mesh well....

yeah, if you're working with an artist, it's usually nice if you can attempt to make simple storyboards to show him how you want the page laid out and paced. Gun Baby concept imagery
Without giving too much away, it's an epic set in an alternate earth. In the story are biomechanical giant birds, cats, and WW2-era style tanks and planes.
