I would imagine ben is not in an HOA area. It's never been said that he was or anything. HOA's are more for those planned developments and such. All the houses look the same and such. Well, Japanese pachinko is effectively a form of gambling, as you can win balls by playing well and cash in any balls you have left when done. But IIRC Ben isn't offering pachinko.
