I used to use almost your exact setup, actually: Hunt 108 pen, Bristol board (14 x 11, though.) So my advice: (1) Stop watering down your ink--that's what's causing the bleeding onto the paper. A better ink will help: Bombay Black is the absolute best dip pen ink I've ever used, but it's really hard...

I like Sanford DESIGN pencils (the green ones), either 2B or HB. 2H and up are way too light, while anything below 2B is really, really hard to erase when you're doing your inks. If you're planning to digital ink, then go for a 4B or something; why not?
